(08 de mayo de 2020). LA UNIDAD DE BÚSQUEDA de Personas dadas por Desaparecidas (UBPD) reveló, durante el segundo diálogo virtual de rendición de cuentas 2020, que avanza en 10 planes regionales para buscar a personas desaparecidas, de manera humanitaria y extrajudicial, en el Pacífico, el Magdalena Medio, y en los departamentos del Meta, Cundinamarca, Cesar, Caquetá, Valle del Cauca, así como en la frontera con Ecuador. La UBPD, además, está formulando dos planes regionales adicionales.
Los planes regionales son una estrategia de búsqueda que se formula a partir del cruce de diversas fuentes información, que incluyen variables como el lugar, la modalidad de la desaparición (secuestro, reclutamiento, desaparición forzada, muertes en el contexto de hostilidades), los actores involucrados, las características de las víctimas y el periodo de ocurrencia de los hechos, entre otras. Por esta razón es posible que una misma región pueda contar con más de un plan de búsqueda.
En ese sentido, durante el diálogo virtual se indicó que los planes en los que avanza este mecanismo humanitario comprenden la búsqueda de 591 personas y acciones para localizarlas. A la fecha se ha consolidado información sobre la posible localización de 49 personas desaparecidas.
Estos planes dan fundamento a la hipótesis de lo ocurrido y el posible paradero de las víctimas. Se ha logrado consolidar información que permite avanzar en la verificación de quiénes están siendo buscados, así como identificar y caracterizar los lugares en donde se encontrarían las personas desaparecidas.
Los criterios de selección de las zonas de estos primeros planes obedecen a la disponibilidad de la información y a la posibilidad de obtener datos sobre la ubicación de personas dadas por desaparecidas. Estos planes, como las demás acciones humanitarias de búsqueda de la UBPD, cuentan con la participación de familiares como un eje fundamental.
Vale la pena destacar que, si bien un plan regional involucra la indagación sobre varias personas, la localización se realizará de acuerdo con el avance investigativo con respecto a la posible ubicación de cada persona. Los planes regionales pueden cambiar conforme las labores de recolección y los avances en el análisis de la información, por lo que el número de personas desaparecidas incluidas en el plan puede aumentar de acuerdo a las investigaciones.
Los Planes Regionales de Búsqueda se formulan a través del análisis de elementos como:
- Zona o región donde ocurrieron los hechos.
- Sector específico de la población afectada por esta conducta.
- Período específico de ocurrencia de los hechos.
- Cualquier otra variable que apoye la asociación o relacionamiento de solicitudes de búsqueda o de las personas registradas como desaparecidas.
Estos Planes Regionales deben incorporar los enfoques territorial, diferencial y de género, y el acompañamiento de los familiares y otras personas u organizaciones que buscan.
